Reno repeals, resubmits voluntary annexation requests

At its Monday, May 18 meeting, the Reno City Council voted to repeal several annexations approved in December 2025 after officials determined the annexations had been improperly completed by former City Administrator Paul Lilly.

Council members wanted to ensure the annexations follow the proper legal process before moving forward.

Part of the discussion focused on extraterritorial jurisdictions, known as ETJs, which are areas outside a city’s limits where municipalities can regulate future growth and annexation.
